Profits. The luxury housing market is booming (and in a bubble right now too) and building large skyscrapers with luxury penthouse suites are in fashion. The cheapest way to build a skyscraper today is to use concrete with a glass sheet façade. The only good looking glass façade building are ones with a steel frame (see Sears tower or Hancock tower in Chicago). Due to post 9/11 regs on the use of steel in skyscrapers the construction companies turned to concrete instead which forced them to use glass.
