Doesn't seem to have any meaning for private trackers. With SHA-1 being broken a malicious actor could infect a swarm with bad pieces with the clients being none the wiser, but how likely is that to happen in reality even on public torrents, and a private tracker would just ban the user if anyone tried.

SHA1 (and even MD5) is still immune to preimage attacks, which would make it possible for an attacker to replace a piece of an already existing torrent. However the attacker could bundle a shattered-like colliding file to the torrent if he's the one creating it.
