The "center" is the guy on the offensive team who has the ball (touching the ground) at the beginning of the process. The guy yelling is the "quarterback", he is yelling code words related to upcoming play so his team is sure of what to do.
When the quarterback says "hike" at the end of his yelling, the center "snaps" the ball to him (tosses it up and backward toward him between his own legs).
The defensive team is then allowed to pass the line that the ball started at. Their goal is to tackle the ball-carrier, which ends the play. The collision is caused by the offensive line of men attempting to block the defensive line of men from reaching the quarterback (or, in a running play, whoever the quarterback has handed the ball to, often a "running back"). The defensive men running around behind them are attempting to prevent the ball from being successfully passed by throwing to "receivers" down the field.
