Now, IRL there are other mechanisms at play, such as population lag/momentum, but eventually, in the long term, if you want to compensate for natural demographic loss with immigration, this is more or less what you'll be doing. And then it continues, because more than likely the Japanese's birthrate will still be just as low.
Bottom line: you cannot fix a low fertility rate with immigration. It's not feasible in the slightest. At best you can use it as a temporary bandaid as western countries are currently doing, but the problem will not be fixed, even once the baby boomers are dead.
So, I ask you again, how would you fix Japan's demographic problem?

All those things are Japan's last attempt to revive from economic recession starting in late 80's. If they fail this time, they won't rise again. South Korea has the same problem just that they are trying to do more multikulti and try to use unification (or even if that doesn't happen just absorbing some NK population after its dissolution) to resolve population issues, both of which are actually not that successful so far.
