Some Balkan countries, such as Greece, Bulgaria and Croatia are in the EU, and the others aren't. Mostly because they are poor and war ravaged I guess.

In school we are told that "da" comes for slavic languages.

It's not about coming from Bulgaria but the fact that most on our language (over 70%) comes from latin so it's strange that a basic word like "da" comes from a minority language family.

And the changes required to go from "ita" to "da" are not uncommon. Like dropping the vowel at the beginning of a word.

I'm not sure what you mean but mature exams. We have an exam after 8 years of school and based on that you go to high school. After 4 years of high school you take an other exam (called BAC) and based on that + other criteria (high school grade, admittance exam) you go to university.

Have you been to Harghita and Covasna? They are not as poor as people think (not rich either). It's a myth we tell ourselves to feel better. The poorest parts are in Moldova and in the South.

If your government try to standardize it as the matura version from romania I think it could be way easier for romanians trying to go to uni all across europe, since the exams are kind of standardized and most of them are equivalent all across the countries that currently use this kind of exam for finishing highschool years

All in all this is the best end result of that. They don't actually live here, but some of them invest their German money.
In Serbia university is also free, for some. Every faculty has a set number of people it takes, and a set number of budget spots, usually 1/3. Getting the budget spot is up to the points you have from highschool gpa, and the entrance exam results.
For later years you need to have at least 48 ECTS to be on the budget list.

The best universities in Romania are state run. All have about 50% tuition free spots and the rest are paid. When I when to uni (about 14 years ago) the would cost about 1000 Euros per year. I'm sure about the prices now. The hiest grade students would get the free spots, the rest would have to pay.

Also you could stay in a dorm room that cost about 25 euros per month.
