Yes, if it's a public toilet.
Sometimes it's dirty, sometimes it doesn't look dirty. I think it's better to be safe, and also I'd rather not leave sweat or hair or whatever for the next person.
I do it in Japan, also, but I like the seat covers if they have them because it's convenient. This is one of the advantages of squat toilets, too.

In general, you shouldn't use public toilets unless you're desperate, especially not if you have to shit.
I had to use the one in my local park once - half of the toilet (where you pee) is outdoors, and the floor is constantly covered with a mixture of urine and mushy leaves.
