You can't fix it, Pakistan is split up into several sectors that should be countries in their own right, Each area of the country north, south, east and west has it's own culture, language, customs and even laws.
You might be able to sway one side of the population to do what you want but the rules you implemented nation wide will definitely be over ruled in tribal areas or isolated areas of Punjab and Sindh.
Not to mention you have 4 borders to patrol, Afghanistan, Iran, India and China.
It's going to take a long time man.

Forced union with India. The partition was a mistake. There are just as many muslims in India as there are in Pakistan, it was literally pointless.

Pakistan is still a relatively young country, we were very prosperous in the 60's and 70's right up to the 80s, there were beaches in karachi, chicks in bikinis, we had our own desi playboy magazine, people dressed nice, drove nice cars, alcohol and hashish bars drew crowd in from the states, Obama visited his college friends in Karachi, Jackie Kennedy visited Pakistan etc etc
All of this changed with Zia-ul-Haq, who implemented a very strict version of Islam from Saudia Arabia, he shut down all tourist attractions, made everything national, closed all hash and alcohol bars and night clubs and publicly lashed people who violated his rule.
As a country we suffered a loss not only in international public relations but personal relations, peoples minds were never the same again, the same Wahabiism/Salafi bullshit is still rampant here today.

I'm Pakistani, but yea I don't spend time there. I just think that that sort of thing shouldn't be an excuse in not fixing the country.

Its a huge factor, people avoid other ethnicities, talk bad about XYZ ethnic group, people don't marry other ethnicities eg a punjabi marrying a pashtun can cause problems because the customs are different.
The diversity in ethnicities here is fucking mind boggling, each area is a different fucking country.
Your'e right t shouldn't be, but it's been that way for THOUSANDS of years, sentiments are changing but it will take time.
