We may know our neighbors if they have children of similar age to our owns eg. but normalla people just may say "hi" to them if they know how they look like. In apartment buildings not necessary even greet.
There is actually this really awkward situation now when I just moved to a new place where the houses are conjoined with the neighbors, and me and my mom sat outside on the patio last night at the same time as our new neighbors but neither dared say hello and introduce ourselves, so we just both sat there sort of ease dropping to each others conversations pretending the other party just wasn't there. Now it will be always too late for introductions, too.

You have to understand it's deeply embedded in our culture. Our whole society is governed by the idea that each person should be able to be dependent on noone but themselves. Independency goes above all. It's why out mothers reject us as soon as breastfeeding is over, we don't have a sense of family either. Even in old viking times old people used to just literally jump of a cliff when they got too old and weak because it was considered shameful display to depend on the caring of others. That same mentality still exist.

I've never been to Canada but I always assumed they were the same way. I assumed it was just a North American cultural trait, since Mexicans also tend to be pretty polite in my experience.

Where do you go in New Englamd? If it's Maine it's pretty much a hermit state where people forget that were even part of the U.S. For the rest of New England I'm guessing it's because of some values from the Puritans and Pilgrims that's somehow managed to survive up to the present day.
Quebec is culturally different from the rest of canada so I can't speak for the rest but judging from living here I feel like there's a difference.
Usually Maine, Vermont and New-Hampshire but I've been to the entire east-coast and Hawaii too.

I don't know why but whenever I think about the rest of the union I just imagine city goers who have ethical, moral, and mental problems. I know that's a terrible thing to say, but I can't help it. There's not any smog so much as there is haze. We haven't had real smog since the mid 80's
Oh yeah, I do admit though that we do have a problem with alcohol and drugs such as heroin like this user pointed out. So it's not like we're perfect too.
I once went to Massachusetts and went to one of the cities close to Boston. Something in the air just made it hard to breath and I was sweating terribly the whole time I was outside there. Maybe it could have just been the summer season, but without the trees I guess you can really feel the heat then.

It was. Cities always have poorer air quality than rural(or even suburban) areas, but during summer everyone has their AC on full blast
