What improvements will i get by installing this latest driver on a thinkpad laptop with a gt720m ? I currently have old 355.82 version of driver (i guess, some driver from 2015).

You'll have to get the notebook installer and see if it will install on your laptop

RTM 16299.15 ISOs are available on microsoft servers so you can install RS3 if you need it.

depends on the money you have the intel mobo are a bit more expensive

$60 more for an Intel motherboard, but it's much better than Ryzen for gaming, if you want it soon, you either go Z370 with Intel or B350 with AMD, if you can wait, H310, B360 for Intel.
