Yes you need the update, IIRC LTSB won't get it, that's the whole point of LTSB isn't it? I may be wrong tho. RTM 16299.15 ISOs are available on microsoft servers so you can install RS3 if you need it.

$60 more for an Intel motherboard, but it's much better than Ryzen for gaming, if you want it soon, you either go Z370 with Intel or B350 with AMD, if you can wait, H310, B360 for Intel.
