Medina Sidonia was inexperienced and reluctant to command but was the only guy available with the right amounts of "lineage and nobility", Philip II allowed political considerations to take precedence over military needs.
Santa Anna should have never gone to Texas and allowed his more capable military comaders to handle the insurrection. His insistence on leading the expedition himself and the disastrous consequences of getting captured, set off the chain of events that led to the Mexican American war. Had Texas been held it is unlikely political considerations in Washington would have allowed for a war without casus belli, nevermind Mexico would have been in a better position with experienced troops in Texas and separatism strongly discouraged by the victory.
In both cases more able, stronger forces suffered because of mistakes atributable to one individual, had capable men been in either position history would've been vastly different.
