Every iOS update is signed with device-specific bits of data on Apple servers, of course they don't reveal their algorithms. When they close the signing window, you can't upgrade to that version anymore.

Going from a S8+ to a Pixel 2 XL makes no sense. You lost things like the headphone jack and memory card slot, but gain almost nothing. You get a minimally better camera with the pixel and stock Android, but that's it. The S8 is otherwise better in every way.
Unless you like throwing away money keep the S8.
