They based their work on a really old Firefox, forked its version of Gecko into their new Goanna engine, and have essentially kept that old firefox up to date with the modern web. As far as privacy, they apparently have a better way of doing Geolocation than other browsers, only getting the IP and browser, and nothing else. palemoon.org/privacy.shtml They also don't support WebRTC (which could bypass VPNs), or the new web DRM
