Middle-of-nowhere southern Scotland here, just got FTTP a few days ago. 80/20, could be 300/30 if I wanted to pay for it. Feels fucking excellent after years of 3.5/0.4 ADSL.
~£46/mo, uncapped. I'm never going to move anywhere with shitty internet again. Even FTTC is out (unless G.fast I suppose)- it'll be HFC (Virgin) bare minimum, FTTP preferred.
Not him, but Sky doesn't provide satellite internet. Their broadband service is just ADSL/VDSL. Even if they were allowed to sell it in Hull (they're not), it wouldn't be any faster than KCOM. There /are/ satellite providers, but he would be looking at horrible latency and tiny monthly caps.

Virgin offers 20Mbit up, which is also achievable with FTTC (BT Infinity etc) if you're close to a cabinet and your line is in a good state.
Openreach FTTP offers 30 up on certain packages (50 supposedly coming soon), and that's only available in a very small number of areas. For anything above that, there are only smaller local ISPs- Hyperoptic, Gigaclear, B4RN, etc... again very limited availability.
There's only one ISP for reasons, no others bother entering the market because it wouldn't really be worth it

The Wikipedia article on KCOM covers it quite well. Essentially, when all the regional telephone companies were merging in the 1900s/1910s, almost all of them became part of GPO (later BT). Hull was the exception, with KCOM remaining independent to cover them. They're the only provider other than BT with a service obligation from OFCOM.
An independent telcom might have seemed like a good idea at the time, but by all accounts, it's absolute shit. (They have a new fibre service which might help change that, not sure.)
As for exactly why KCOM turned out terrible compared to BT, I'm unsure but it might be related to BT competing with Virgin Media in most cities while KCOM remains a near-monopoly in Hull.
