Go on Craigslist and look for your pic or an Optiplex. Fairly cheap.

You should look at your local craigslist and shit. You can find similar setting for around $100. Or better yet, if its just for browsing and web development, why not a laptop in same price range? Hit up ebay or craigslist for cheaper deals.

at my last job, the IT guy consistently bought cheap, sub $200 dollar computers for the employees. The computers ended up being absolute shit, even with fresh OS installs. Some of them were so fucked, that the clock couldn't consistently keep time, even with multiple motherboard battery changes. Apparently, the computers were not new, they were used by other businesses, and I guess they just sold their dud computers from their own bulk purchases, to our supplier.

anyways staples, amazon, newegg are total ripoffs when it comes to off lease stuff. People are just leary off buying stuff they don't understand used but most of this stuff is in low dust air conditioned offices, so they only to worry about is Hard Drives.

I've bought about 7 of these for my office/employees and all of them said windows 10, however they all came with windows 7. Pretty shady, but they are good computers. I install an SSD inside all of them for an extra 50 bucks (we have a lot of extra SSDs in our storage) and they are wonderful computers. I use one for my work desktop (although I normally work off my macbook pro).
All in all, great computer for a good price
This, try to get the 8200 generation. They are LGA 1155 and the i5 version has i5-2400 (much better chip, much better IGP, even if it is just Sandy Bitch).
Go for Dell Optiplex 9010 with the i7 3770. You can also get the SFF to fit a LP GPU if you need it in the future. That said, we both don't game so the iGPU should be enough.
do you know if that has an mini itx mobo?
everyone seems to be hating on best buy, but this doesn't seem bad
185 is on the edge between overpriced and barely reasonable and that's because it has genuine windows. if i was broke i would just get cracked windows 7 and get one of the 8200 series (desktop and tower) which cost 140$ each round where I live with an i5 2400 (windows not included). I can also find the 8300 series for 180$ with the 3570 (again , no windows).

Hdd/ssd are durable ones. Everything else seems nice. But try it in some webshop too see if you lose on it much or not
You could build a comparable brand new system for around the same price and not be stuck on a dead platform with old components that could fail at any time.
