They're superior to the F-16 in almost every way. A little less agile than the older block F-16s (the ones without conformal tanks and drag chutes. Although, once you start putting external fuel tanks and heavier weapons even on the older, slimmer F-16s, the agility gap falls to basically nothing.

It's not about how much is it, but how much it costs to operate. Plus we bought the tech, if you think that way it went quite cheap.

There's seems to be no strict definion, but RCS and sensor fusion are required to be counted as 5 gen.

It really isn't a poorman's raptor. When you don't have numerical superiority, you need multi-role aircraft, not single-role.
Even if the F-22 was for export, it still would be a extremely poor choice for Japan to buy as it is utterly useless at anything else but in A2A combat, it can only carry two bombs.

I think the key to defending Japan is to have a military which can go on the offence, in an expeditionary way, in case the island nations neighbouring Japan get attacked. Pure air superiority like the F-22 can't really help with that.

A single F35 will become a huge threat to enemies because it basically becomes an eye in the sky for a massive radius.
That means a single one can provide instantaneous battle space awareness to the entire US military.
And if you're a Russian or Chinese bomber, fighter, or ground station, that's the last thing you want.

B) They're hedging. The same reason they bought MiGs.
