I know why that is. Upload across Australia on Optus is overloaded and spotty, zero connection at all for seconds. Eastern states servers are unplayable at peak times because of this (otherwise would be Sup Forums right this moment) So the dropouts are averaged. Don't know why google is testing to Sydney though.

If you owned the home i'd say pay money to upgrade the connection.
Most ISPs will work with you if you're willing to foot the bill for infrastructure. If you want to put down $10-20k installation i'm sure they'd be happy to upgrade you to a 100/20mbps plan. You're basically funding the upgrade of your local infrastructure though.
But if you really like the location and you can afford it, it's possible.
