You're viewing limited RGB content on a Full RGB monitor, the video player should be doing the conversion but it isn't for some reason.

Try the limited dynamic range option
I'm not sure about HDR since I don't have a capable TV, but standard Bluray content is mastered for the limited 16-235 RGB range.

How is your PC connected to your TV? The signal is highly unlikely to contain HDR metadata for the TV to recognize it as such. Have you tried viewing the video from a USB stick instead?
My Samsung always says "UHD Color" when connected to my TV, as far as I can read, that's what it should say if it's HDR.
You need to tweak it further manually, look up the settings.

This looks gimmicky.. is this really some faux HDR shit or is it reading HDR info fromt the source? The right picture looks like you've fucked with the image to make it look like shit.
What's happening is mpv is remapping the brightness of your "HDR" video to fit an SDR monitor. Just play with the settings and see what makes the white subtitles not look grayed out.
Try looking in the menus for an option to set the specific input as HDR. Try following this post too:

The Planet Earth II BD is stupidly retardedly oversatured. I suspect something was seriously fucked up in their encoding process. If you force it to be treated as BT.709 instead of BT.2020, it looks about right (if you use mpv: --vf=format:primaries=bt.709)
Other HDR BDs don't have this issue; it's just PE2. Also, if you're using mpv, try --tone-mapping=hable --hdr-compute-peak
