Depends why you're telling her. If you guys are already clearly into each other it doesn't need to be said but you can say it and it wouldn't be inappropriate.
If you blindside her with it without clear signs she likes you in that way then you shouldn't tell her.
Lame answer but confidence and charisma. It's at least as important if not more than how you look and how much money you have. A girl once told me, a girl doesn't want to fuck a nice guy because it's hard to imagine them in that way. Another girl told me straight up she couldn't stand that the guy she was talking to always said yes to her without hesitation when ever she asked for a favor. Doesn't mean be an asshole but don't overdo it and say no sometimes.
