I build a i5-3550 system out of less than 100 €.

I use it with a lot of HDDs and a SSD as my personal server and NAS.
It can serve for games as well if I ever travel, or for guests, of course they would bring their own graphics card. If the RAM prices werent so fucking high I would throw in another 8 GB stick.
Otherwise, if "extreme" means no money, I found functioning PCs on the street. Today you can get even dual cores. Functioning CRTs and flatscreens as well. Even a homeless could have a computer.

Anything you can find for free or very cheap. LGA775 can still be useful, also AM2 and AM3 can also be an option. Make sure replacement parts are cheap and plentiful. You can also get old workstations and business laptops if you have a few hundred dollars to spend. Should be possible to find a nice LGA1366 workstation for about 200-300 dollars.
Check dumpsters too if you can. Gamers often throw out really nice systems just because they bought the latest and greatest slight sidegrade from intel. Businesses often throw out workstations and servers. Tower servers can be re-purposed as a desktop computer, but they might be noisy.

This, OP. Dumpsters/Recycling depots have endless supplies of depreciated (possibly busted) tech supplies, like motherboards, hard drives, monitors, TVs, whole PCs...
If this is too daunting for you (going through tons of tech to verify if any of it works), just go on Kijiji or the like and find a used laptop/netbook. You might be surprised at what you find.
