Elaborate on the benefits of an 8600k then. I'm using a 60-75GHz(max) monitor. Ryzen outperforms Intel on RPCS3 and even seems to do a good job on cemu. Ryzen has better productivity with its extra threads. The only thing it seems to fall short on are the fps benchmarks, but even then, at FHD, it doesn't seem far behind.
Anything I'm missing? I'll admit I'm new to this.

Most notable difference is that the 1070ti uses GDDR5, while the 1080 uses GDDR5X, which is faster. Also, NVIDIA decided not to let any 1070 tis be factory overclocked, so you'll have to do it manually to make buying a better cooler worth it.

The GPU will shut itself down before any permanent damage but it definitely will run hotter than a dual fan. If your case has a ton of airflow it probably won't be as big a deal but if you're lacking on airflow I'd be cautious.

Get Ryzen. Even Covfefe will work, but the Kaby Lake Core i* CPUs are obsolete - especially at ridiculous moon prices like this. RAM for today's mainstream desktop CPUs should be ran in dual-channel, so 1 x 8GB is fine if you're going to upgrade to 2 x 8GB once you can afford it / RAM prices come down somewhat. If, however, you want to stick with 8GB, get 2 x 4GB instead. Also, 2133 Mhz is really slow - if possible, go for 2666-3200 with Intel and 3000-3200 with Ryzen.
