There are no 4K 120Hz monitors. "2080 Ti" probably won't even come out in 2018.
4K 144Hz monitors will come out next year, the most plausible system to push high FPS at 4K in 2018 (note: likely not 144FPS locked anyway) will be Volta SLI, i.e. "GTX 2080" SLI.
The specification, not actual products with HDMI 2.1. The 4K 144Hz monitors are going to be using DP1.4 AFAIK and even that's not actually enough bandwidth, supposedly you'll have to drop to 4:2:2/4:2:0/drop 10b and HDR, etc.

I own a 1080Ti and I could definitely run some games at 4K120 by changing settings if there were displays that supported the right interface for it. Technically the 1080Ti has support for DisplayPort 1.4 but when I bought my 4K monitor I don't remember seeing any monitors that were DisplayPort 1.4, mine was 1.2 with G-Sync.
Eh, sure, but I've been playing games at 4K for nearly 2 years and I don't see what it could bring if you have to drop to low settings. 4K brings sharpness and drastically reduces aliasing on high-DPI screens, that's it.
I recently picked up a Samsung Odyssey HMD with a 2880x3200 90FPS display. Think the 2060 or whatever the budget Volta card is will be able to maintain a solid 90FPS at that resolution? I'm running an RX 460 right now and it's not cutting it for most games.

All the benchmarks says it can get 4k 60. Hell, even an Xbox One X can do that.

And what games are you playing and at what settings? Only games I've had trouble running at 60fps are Quantum Break and Deus Ex Mankind Divided.
4k gaming is just stupid right now, absolutely stupid. 1440 @ 144Hz+ with adaptive sync is where it's at. Most games aren't wallpaper slideshows they have movement, often a lot of it and often very fast movement.

- use too large a display for the res
- disable all AA
- sit and stare autistically at a screen shot
60Hz looks like shit at all times other than still frames
all indirect lightning in games is baked.
