What I don't want:

You can read disks with USB drives, just buy one and whip it out every 5 years or so when you encounter a physical disk.

That's some easy fucking requirements. I got all of those except IME for $100.

compile the kernel yourself and don't include the camera drivers and then tape it because the intel/NSA ME can obviously operate it anyway

Libreboot ThinkPads from minifree.org fit these requirements. Ok maybe they have a mic, but literally every laptop has one. But since it comes with free software you can reliably disable it.

Actually removeing the camera is hard, because you need to disassemble the screen. You just unplug it from the motherboard

Actually, you're on to something. He might be fine with a powerpc mac. I think some old Macs even have Libreboot support.
