There is a billionaire heir to a sausage fortune who maintains the KDE desktop through a company called Blue Systems. He can afford to pay Qt developers and whatnot. This is one of the reasons why Germany figures so prominently in the Linux world. OpenSUSE is another. Manjaro is yet another.

Also we graduate a lot of computer programmers while having the lowest IT salaries in the developed world, so this reluctance to enter the real world and do real work for real money certainly has something to do with this. It doesn't look like the situation will change anytime soon.

Germany at large is a very liberal country, atleast in the demography that has an aptitude for developing software (young, male, good education etc).
In my experience there are often role models for young programmers and hackers to look up to.
Just check out the CCC, the biggest collectives of hacktivists/hackers in probably all of Europe.
They pulled political hacks/stunts and started discussions long before any politician ever used or heard of the Internet, in fact before it existed in a modern form.
For many people it has become a form of rebellion and protest.
One aspect of it that it is organized while beeing a somewhat loose collective, if that makes sense.
They had expert witnesses from the CCC giving testimonials in our parlament and are widely regarded as extraordenarily professional in their fields.
So yea, i'd say it comes down to providing a framework for people of a certain kind to fit in.
For example i don't believe when they inadvertently try to bring net neutrality upon us that that shit is going to fly like it does in the US where ordinary people are brainwashed on a somewhat more regular basis and don't exactly have the same moral principles.

It’s not just Linux magazines. The Germans publish a shitload of tech mags for a variety of topics. They’ve got like 3-4 different mags just for the raspberry pi.

Also, one of their most respected and oldest tech publication (c’t) very early on started to report on Linux. Must’ve been 95 or 97 or so. And they frequently shipped the latest distro with their magazine on CD.

For instance the "Internet" back in '86 was the only reliable news source in the eastern block, where the official state news only gave very vague and incomplete information, people shared information they got from radiation labs in universities on the internet.
Stuff like this really reinforced in the mind of the people how important it is for a society to have open and uncensored networks.
And yes i would say people from the east are far more aware of this than their west german counterparts.
