To begin with, if an individual uses 4TB of bandwidth on Netflix, why is that Netflix's fault exactly? Why exactly does Netflix suddenly have to pay extra money for the bandwidth that this one guy uses?
Here's an original thought: introduce a bandwidth limit of 1TB a month for normal users. And if an individual needs more than that (on anything, whether it's netflix or whatever), they pay extra.

Start Hoarding shit now! Before any "cap" or other bullshit takes over. Drives are cheap, saving your favorite shows/music/films/porn/etc is worth the $$. Plus, torrents of it won't be around forever so you might as well just bite the bullet now. You can sleep better knowing that should the worst happen least you got a backup (or 2 or 5) of it. You also get bragging rights. Just thank, one day some "porn" vid that's all the rage now might end up being "lost" forever. You could be the "hero" that has that lost vid. Be the hero! Not the lost poor schmuck who cries when it all turns to shit (server with no backup dies + no torrents/links anymore)

This. Netflix is not responsible for the bandwidth of their users. If Netflix uses ISP A to provide their service, and a customer uses ISP B to access Netflix, it may be reasonable for ISP B to charge the customer for more bandwidth used, but it would never be reasonable for ISP B to charge so much as a single cent to Netflix, nor to throttle Netflix in specific.
The best way for everything to work for everyone is that everyone pays only their own ISP an amount proportional to the amount of bandwidth they use.

As you can clearly see, you pay extra for the extra 2 screens you can watch Netflix on. Nobody actually buys the Premium one for Ultra HD
