Self hosting is common, but not a requirement. For some languages, it's a major endeavor to move to self hosted compilers. Look at freebasic, and imagine the amount of time that was wasted to make that peice of shit self hosting, instead of being written in a good language.

It's not a really good compiler test and also not a good language test, though.
Any ISO C++ conforming compiler with a fitting C standard library and a set of required GNU utilities.
Earlier versions only required an ANSI or even K&R C compiler.
It's not entirely trivial, but you can build GCC just fine using e.g. clang or Visual Studio. Only the Ada compiler frontend needs an existing installation of GNAT because it's partially written in Ada with GNU extensions.
