Actually it’s because Apple understand you shouldn’t be dicking about on your phone all day, hence why iPhones have amazing standby time without the need for huge batteries.
You should use your phone like an actual phone, occasionally get directions, play a game or two on the subway, reply to texts and lock your phone again, read your articles and news feeds when you get up in the morning.
Your phone would last 2-3 days if you went out and actually lived for once.

just tried this on my iphone.
It did the same thing, if you slow down a little bit before typing + the second time, it picks it up and does the arithmetic correctly.
I wouldn't call this a glitch as much as a design flaw, i think it was deliberately designed to pause after the first calculation, so maybe the user doesn't accidentally bump another key
I might be full of shit though, because if your second operator isn't the same as your first operator it doesn't need a pause at all
moral of the story is the calculator still works fine, you're just deliberately short stroking it
