I seriously doubt most spaniards would dedicate enough atention to Portugal to know about most of the puns in the pic. It's the first time I hear about the rice with blood thing, and it's not weird at all compared with stuff you can find in spanish cuisine.

Alternatively, it sounds like bizarro spanish. Softer, less contundent or even faggier (no offence). I can see why people talks about it sounding like slavs but the equivalence would not come to my mind by itself without Sup Forums mentioning it.

Spanish s sounds like in any other language. It's c that sounds like an english th, but I don't get how "th" can be considered a femenine (or masculine) sound, to be honest. It isn't softer or rougher than the s.
