It's because of Chinese players who join Steam by the millions to play PUBG.

This is due to the rise of Steam and PUBG in China. Chinese use Intel far more than AMD, mostly because AMD doesn't really have distributors in that area of Asia.
AMD/Intel sales have been 50/50 in the West since Ryzen launched. This can be backed up by sales numbers from retailers from both NA and EU.
AMD GPUs still suck and have poor availability, though. Only the RX570/580 are worth it, but those all get scalped by miners anyway, so they don't make it to steam.
