Lower the bit rate from from original source is always going to degrade the sound quality. Only thing you really have to consider though is how good is your audio gear and most importantly are your ears to pick up the difference.

It doesn't. Converting it to 320kps destroys data.
If you want to convert it with minimal quality loss, use VBR, not a constant one like 320kps. Both destroy data either way, though.
If you want lossless, convert it to FLAC.

That being said, if you don't give a shit and want to convert it to 320kps/VBR, go ahead. Most people can't tell the difference. It's not lossless though.

Windows 10 has its own menu now for personalize. Before it had a hyperlink you could click and it'd open the classic customization that had the Windows 7-style stuff. Now it seems like they removed it entirely.
