Just to be clear, Specter affects any processor that uses Out of Order Execution. How far a system can be exploited depends on the implementation of speculation. AMD is the least hit by this, but can still be affected in other less damaging ways.

Meltdown is based around branch prediction, and is currently only effective on Intel and ARM CPUs.

Specter can't be patched fully, it's fundamental to how speculation works.

Everyone, except AMD, got their ship wrecked.

Please provide evidence that the A10 and A9 processors are affected. This link does not specify which processors are affected, so if anything we should assume it only affects the older processor so in the iPhone 5 and early which use non proprietary cores.
