Meltdown isn't a result of trying to push more performance. It's not that Intel managed to get 30% more performance by introducing a bug. It's that in order to mitigate the problems that the bug introduces, there's a performance penalty. When Intel fixes the bug, their performance will be back to normal, and if they could fix the bug on all current processors, there would be no performance hit anymore... unfortunately for Intel, it's a hardware bug, so they can't fix it with all the software patches in the world. Might be the end of 2018 before the bug is resolved in new processors.
This isn't the first type of bug like this that Intel has run across lately, either. There was a similar bug a few months ago that exploited a legacy feature found in older Intel processors. It didn't get much attention because the legacy feature wasn't present in Skylake. But I do believe that bug inspired the research that uncovered this bug.

No, intel were forcing agressive branch prediction and taking shortcuts to save cycles. Not checking the page table until decision would save a few cycles, so likely they made a conscious decision to shortcut it where AMD DID NOT. Those few cycles times a few billion add up to a few percentage points on the benchmark.

Athlon came out in 99 and obliterated Intel performance. Intel finally caught up with core2duo (and bugs) in 2007, but AMD was competitive up to PhenomII and didn't fall behind until Bulldozer in 2011.
