took me a minute to get it too, it seems to be die-size of the various cards.
The 1080ti is priced a lot higher than the 560ti was yet the die-size is much smaller on the 1080ti.
This kind of makes sense, though. Not only because nvidia cut things like async compute and hardware scheduling, they also make special-purpose cards for various market segments while AMD seems to make more all-round cards.

There's quite a few other crypto-currencies that are being mined with GPUs, though. Bitcoin, or "buttcoin" as you call it, just isn't one of them.
It's further worth nothing that the reason you feel this way is likely that you don't even have a single whole Bitcoin and you probably don't even have any Litecoin either.
It's how you avoid paying 980 Ti prices for a chip that is significantly smaller than a 970 when upgrading.

And there's nothing wrong with scalping GPUs or making a profit. It can actually make some people happy, case in point: My nephews have frequently been happy with free GPU-upgrades (why not, they are my nephews and those cards made ROI long ago anyway).

Right now, it doesn't make sense to build budget systems. If you have around 700 to spend, you might be able to get something decent but anything under that is getting really bad value.
