Your post is the first mention of a specific region of Africa in this thread, while everyone else is looking at the entire continent as a whole. I don't think abandoning neighbors is the right mindset moving forward.
And I still stand by my point: there's real, PHYSICAL achievements that need to be a higher priority than internet speeds. Even if you argued it's educational value I don't see how it'd help without proper, widespread education to guide people to knowledge. It also doesn't help the poorest -- who are the ones who aren't even literate.

It's getting under control in many parts (google.ca/publicdata/directory?hl=en). Is it being fast enough I think so considering little resources and budgets typical in an African state but it can be accelerated but that costs money which many lack. Granted either way Climate change is gonna fuck it HARD regardless and the developing world reaching developed standards will heavily put pressure on resources.
You know fertilizers for example are gonna be in huge demand oil/ non-oil based fertilizers developing world is gonna put stresses on those systems. Like in poorer countries a solution that isn't reliant on polluting fertilizers but can offer huge yields with minimal farmer input will be needed but that will take a huge amount of research and investment. That's why development of the developing world is a huge issue and curse to the developed world.

No, it will not be. Not in any foreseeable future and certainly not within the lifetime of anyone reading this. Here's the problem, most of sub Saharian Africa is composed of less than ideal agricultural soil such as in jungle or semi-arid Savannah. Granted not the full continent is like that but most of it is. Now, consider the difficulties we've had with slash and burn agriculture, infrastructure, disease, etc. with such terrain in Latin America. Countries like yours have faced enormous challenges because of it, we have been very much burdened trying to develop our southernmost three states while Brasil sometimes appears to simply have given up and that they consider burning the whole thing to the ground to be the better alterantive. You know that if you destroy jungles you basically turn them into semi-arid desert and fuck up your sources of water, nevermind bio-diversity. And Africa is big, it is a problem to conceive just in terms of scale, and has it a lot worse, it being the continent on which humans evolved the number of horrifying parasites and diseases is enormous and it is also unlike Lat Am terribly balcanized, imagine if Amerindians of every single tribe and village were at each other's throats. And this is without getting into specific problems like the continent largely lacking a middle class and enough of an educated elite, the efforts African nations have made to build such are almost negated by migration and brain drain. If it's difficult to keep a talented and active research scientist in Central America imagine what it must be for them.
Now, I don't want to speak doom and gloom, there is some progress after all, but development brings it's own problems with it, imagine Africa achieving some success in agriculture to have someone discover there are in fact biomes in which they could grow coca leaves, and this is lacking the moderatring influence of traditional/medicinal use. CONT Compare how the drug war has hit Mexico, which enjoyed relative peace for much of the 20th century, to the effects on Central America, which although largely ignored and out of the limelight are in per capita proportion murder rates as much as 5x larger than ours in countries which experienced war in the later half of the 20th century. Africa ravaged by something similar, with the added elements of ethnic tension and Islamism, could be an unmitigated disaster. And already there's a drug route to Europe going through the Mahgreb.
Now, this doesn't mean all countries will fare badly, some have in fact managed living standards comparable to Latin America (not quite the same, there's systemic deficiencies) and there's hope for a few to reach development similar to Costa rica or Panama in the coming decades but these are exceptional cases rather than the norm, and you still have climate change, culture wars in the West, and Africa starting industrialization in an uber competitive global environment. The real aim for the continent is to promote sustainability, remove dependency on foreign aid and tackle the enormous education gap with other regions in the world but economic prosperity looks like a difficult aim and inceasingly local elites have become assertive in defending their privileges which limits the impact of outside assistance.
In the end only Africans can help Africa, and only they can create the conditions for a better future, but the task they have in front of them is gargantuan in proportion to the problems we face in other regions of the world.

There's fortunately some steps in that direction although I'll be the first to admit Mexico's relation with central America is often exploitative and predatory. 1. China is a manufacturer and the biggest commodity importer. 2. Commodities were expensive and supply was problematic 2000-2014. 3. China needs cheaper commodities. 4. China's infastructure building pace is slowing. Less new stuff is needed now. 5. China's government thinks "hey, we can boost our economy and our African allies' economies as well through infastructure investment". 6. China's SOEs and private corportations invest in infastructure in African (and Latin American) commodity exporters. 7. This works pretty well until 2014 when commodities shitted themselves. 8. Now the poor commodity working Africans are blaming the Chinese for the economic slowdown (even though it is the African's faults for not diversifying their economies). 9. China's connections with the governments and businesses remain strong though. 9. China is now playing makeup with the common African man by investing in telecoms in Africa and providing satellite coverage. 10. They are also trying to let more Africans study in China, and teaching more of them Mandarin.
Overall China is a key player in Africa, and its demand has lifted African GDP by 20-30% since 1990. But just like any good story, it must come to an end. Now the connections are becoming more about telecoms and technology and culture. Less about EMPIRE OF DUST.

That's why they only invested the bare minimum in investments for the population and the colonial budget. One if the big reasons to keep a colony is to have an overseas sheltered market where only your goods and products are allowed to be imported there.
