Wasn't ever claimed, and was lost in a public area, therefore it is now legally mine. i reset it from recovery mode, but i cant get past the icloud verification ("clean" version, not reported lost.) my iPhone SE recently shit the bed, and i'm really low on funds. Any solutions???

No they'll take it to a backroom, and the employee who took it will never come out. And if you wait until the employee that took your comes out, that emplyee will say that the manager has, and to come back later, and if you get angry they will cal security, and after security comes to take you away the police gets called, and then you explain to the police that they are keeping your phone, and then the manager will return the phone. Then you will have to go to a phone repair shop in china, and pay $50 to get your new iphone working.

apple shit is locked up like fort knox. by default all ios devices prevent you from accessing even part of its file system when you plug it into your computer. even then it just gives you access to its DCIM folder.
the only real option is to pay some autist a few hundred dollars to do it for you. how they do it, no one but themselves know because it's essentially a trade secret and will probably get patched by apple if released. though it probably involves doing some shit to the board mainly.
if you steal an iphone, what you want to do is get rid of the icloud account associated with it. if it's unlocked, figure out the icloud account and try to reset the password via email. then once you set it, log in and log the iphone out. bonus points if you delete all the owner's shit.

Changing the logic board changes the identity of the phone, hence why replacing it with a new one will let you use it. A board costs around 50 bucks cheapest and maybe 100 if you get one that is tied to tmobile.

Correct. There's a part of the board that you can replace to have access to it without having to delete whatever's stored in the logic board. That's why replacing the logic board lets you use the phone again, but not access the memory. Doing the "bypass" by messing with the board basically let's you get access to noodz.
