I don't know about any other countries that make cars for regular consumers on a large scale.
I know Sweden has Koenigsegg and the Netherlands has Donkervoort and Spyker. But I'm not counting them.

I think Korea has started doing a lot better in recent years. The new Genesis G90 looks pretty cool. And I'm hoping you'll get better at small fun cars soon. But China still has Volvo, so they're slightly ahead, still.

I had a 1989 W124 estate wagon with OM603 as my first car. I fucking sold it to get a brand new Toyota Corolla.
I have since realized I was spoiled by that Merc. I did with it about 80 000 km to explore Finland, Sweden, Norway, (passing Denmark, Holland, Belgium) Germany, France and Italy while being young and restless ski bum. I slept, fucked, wept and laughed in that car.
Japan by far.
Germany is for sure the most overrated with the "muh german enginering" bullshit, their cars are good, but far from the best.

Tatra is fully Czech, so is Avia, and Praga is Czecho-Slovak.
All these brands are almost almost hundred years old, One even remembers the 19th century.

Avia is about to restart their truck line, after finishing the facelift, and moving to smaller factory.
Praga is making supersports now.

First of all there simply are no tires to handle all that torque.
Secondly it has not been tested and exposed in front of a public forum.

For decent, reliable cars at a good price, I'd say Japan without a doubt.
German cars aren't as reliable, but still good. They're more for wealthy people, though.
Korean cars are shit, and American cars are getting better.
