Yes, I've had him do several different tests including removing and reinstalling the graphics card.

No integrated graphics, sadly.

I'm going to have him try to boot a different OS if I can talk him through a live Linux USB drive.

What graphics card does he use?

GTX1060 3GB. I built the PC for him so I feel a responsibility to get this working for him. I've never had a failing graphics card before, so I didn't know if this was symptomatic of that issue.

How does it look in safe mode?

Is it like that in the POST too?

POST is fine, he says. That's why I'm not convinced it's the card.

Bad driver, I had this happen in windows XP way back when.

put all desktop icons in those little squares and it's a good card.

Try different monitor

Possible you have a gimped chip, bad memory, compatibility issues. Was that a second hand card?
