Of course it wouldn't happen immediately if NN does finally get struck down. They'd wait a while (months, probably) to get the furor to die down and let the issue get out of the news. Then they'd gradually start locking things down little by little and let people get used to it, and then eventually they'd get to their desired limits, and the internet would no longer be freely usable.
