basically make it a bit more modern. const was not in the C language when linux was created. const can mean different things depending on how it's used, but it essentially a way to make sure the code doesn't compile if someone tries to change the address a pointer points to, or modify it, if it has been declared const. it is a very useful tool actually.

she could have done it all in one PR. these PRs are obviously 1 line each, or rather one added word each. if she had only made one PR where she added const all over the place no one would have given a shit (but that's how most developers would have gone about it).

const doesn't change program behavior, it only results in a compiler error. as long as the kernel still compiles you can be sure she didn't break anything.

each one should not take long to evaluate. there's no huge consequences here, and they all probably act as constants. if something needs to change at some point you can just remove const anyways. all the const additions are related conceptually so it would make sense to group them together.
