I'm a designated marksman in my militia organization.
Can you please recommend me a drone that has a range of at least 4km, is durable, and easy to pilot? I would need to train at least 2 other operators to use it, and having capability to broadcast to a secondary or tertiary screen(s) would be a bonus. It does not need to carry a payload except a camera.

What's the budget? Big payload means more batteries, longer run time and range. You'd need good quality live video to spot camouflaged people.
