Whoever Americans preocupied with race, aka the Fox News crowd, accept as such. Currently that would be people specifically considered "Aryan" by Nazis plus Anglos as uncontrovertible with all other Europeans being accepted on the basis they look as white as Americans in the south think they look like. Everyone else is suspect even if fair skinned with blonde hair and blue eyes because of the one drop rule, eg Latn Americans are always suspect unless they are beautiful/succesful enough "whiteness! can be credited. Exceptions will be made for those looking as white or whiter than Americans if their heritage is European non Iberian.
It has nothing to do with ancestry or "race" Caucassians aren't technically limited to Europe, and it does involve Nordicism being accepted as a standard for "purity"
