I was actually wrong here . He did make some not-so-great education reforms trying to keep people stupid, but actually reading was enforced throughout the country. He was the one that basically taught everyone to read.
The people over 90 years old would've been born in the 20's and 30's, before he came to power and had enough time to build schools.
