No you don't HAVE to, but you should at least hear Long Season, Uchu Nippon Setagaya, Kuchu Camp, and ゆらめき in the Air (single) are absolute musts. I would also suggest hearing the 8月の現状 live album before, but it's not as necessary as the others. I would say if you're anxious to try out 98.12.28 (as you should be) go ahead and do so, but then do the rest of their discography at your leisure, then go back and revisit 98.12.28.
The reason I say to do it last is because 98.12.28 is the logical conclusion of Fishmans. It is the best versions of their best songs. It's a testament about their progression as a band.
Doing it last after hearing everything is the best way imo, but you don't HAVE to. I just say so since they have at least one song from every album + a couple singles outside albums and in live albums. It gives the best perspective on their discography.
My suggestion (assuming you've heard nothing) do Long Season -> Uchu Nippon Setagaya -> Kuchu Camp -> ゆらめき in the Air -> 98.12.28 -> The rest of their discography at your leisure -> revisit 98.12.28

Do people just end up mixing their albums with their favorites towards the beginnings and ends, thus making the better songs naturally in those positions, or are people just more drawn towards/pay more attention to what they hear first and last? Genuinely curious if anyone else has noticed this.

I've noticed this, and I'd say it's a mix of both. That leaves the best impression. Most people aren't paying as much attention towards the middle as they are towards the beginning and end, so if you put your best song smack in the middle, it'll often get overlooked.

Sparse and sad alt-country, very reminiscent of Cowboy Junkies. Sykes' voice is incredible, and the songs are composed and performed well, but its singular theme runs its course by around the 6th track. Still an enjoyably melancholic listen.

In re-listening to the entire Radiohead discography in preparation for the new album, I've found myself constantly coming back to this. Honestly, I think it is better than OKC in most respects, and is only inferior to Kid A because I'm a complete sucker for the miserable/claustrophobic atmosphere. Also, TKOL isn't nearly as bad as I thought initially.

Oh shit daily i forgot about my callendar and reviews. So, here are some short reviews. >Paul Schütze - Apart Mediocre/bad Jazz ambient. At points it feels uninspired, at others it just copies other artists. Goddamn i got quite mad at that 2nd track , it felt like a truly watered Down Tangerine Dream. If i'm going to listen to ambient jazz i check Boheren & der Gore Club or The Killimanjaro Darkjazz Ensemble, but not this turd. Not even worth a 2nd listen Final score: 3/10
>Die Like a Dog - Aoyama Crows Holy shit why do people ignore this Quartet this is fucking great i loved it. Kondo killed it with his trumpet, i can't believe you can make such nice trumpet. William Parker is an amazing bassist he makes such interesting melodies. But being honest, the 2 best playera here are Hamid Drake and Brotzmann. Peter is a fucking magician and Hamid is Mind blowing. Overall, amazing Free Jazz record Final Score: strong 8/10

Short little bursts of energetic and anxious post-punk with some scratchy and atonal guitar work. The guitar work is the best thing here, the rest is just kinda standard Devo-ish post-punk. A lot of stuff that doesn't impress or astound that much, but it does a lot to entertain. Well, "Discord" is wonderful, but other than that it's not that insanely impressive. Still solid though.
