Nope, x86/x64 emulation has been possible for a while now. The real problem is emulating a single x86 incurs a huge performance penalty which gets worse as you toss in moar coars.
However if all you do is light web browsing and word processing then something like could be worth it but since your modern flagship phone can do just that it still seems like a stupid idea.
Although x64 platform is possible, Microsoft isn't gonna support it unfortunately.

Doesn't matter when third parties like QEMU already do. Though possible for individuals to run QEMU VMs on ARM devices I think microsoft is holding a knife to anyone that wants to implement a commercial form of this.
QEMU seems to have a very large performance penalty. The latest phones will barely run Windows 7 (using Limbo app), but then again this is comparing emulating a full system to just emulating a single application on W10 ARM.
