I think, that Windows XP installed uses some generic I/O driver, thus it is slow, but W7 uses normal driver, thus it is fast. Also W7 might boot a multi-thread kernel for installer, when WXP will probably run single-thread, and this increases time of unzipping.
Also W7 came on DVD, and XP on CD, and XP had to use more aggressive compression I think.
