Lots of BTC transactions have traces of CP websites and links hidden in the transaction metadata notes. Not much you can do about it. (I don't support CP or anything) just saying its on there.

There are many ISPs. Calling the internet centralized because there are ISPs is like saying torrenting is centralized because there's a brain on each end that won't work as individual neurons.

It's probably not going to happen while we have states regulating the way they do but for more local networks like a city network or even country network it's feasible.
I'm pretty sure what these people mean is decentralized in an anarchist way. There's it'd be decentralized when there's no hierarchy controlling a meaningful route from one place to another.
