I like JPEGview because it has a really minimal interface, functional controls and a decent config file.

This, honestly. I just want something that shows me the image as fast and as minimally as possible, but most viewers are bloated with toolbars and shit that I never want or need, and if I actually do need them then I'd be using something like GIMP already anyway.

if you want something for an unruly image folder, hydrus
If you want to replace the standard file viewer, infranview
if you want to read files in folders sequentially, I think faststone is the one to go
acdsee is the full package, however its profoundly crap at the same time, it just has functionality I cant live without.
