A lot of the albums are just modern day copies of old techno music. You just need to look back further in history to find them. Other albums on there are just bad. Many musicians who are making actual contributions to modern electronic music aren't on the chart at all.

House: 4/4 drum beat, generally 115-125 BPM, softer sounding drums, more soulful sounds involved, maybe more funky etc
Techno: House's dark sibling, also 4/4 but slightly faster at 120-135 bpm, much darker sound = so more FX, harder drums, rarely much soul (with an exception to some areas of detroit techno where all that really distinguishes it from house is speed/drum heaviness), also generally more repetitive and focused on build ups/release of tension
That said there are tunes which are self defined as one but could just as easily be the other (and of course tech-house is big in europe)
The reason the differences seem quite subtle but that they are distinct is just the way that they emerged at around the same time but in completely different scenes/cities (i.e detroit and chicago) and then similarly took off in different places (e.g techno is ofc very big in Berlin) so they are both coloured differently by the places where they are popular and the people that produce them.
don't listen to the other guy. there are exceptions to every rule he mentioned. to tell whether something is house or techno you have to trace its influences.
