I don't know. It's the precursor to most modern noise/industrial and it's a fantastic album.
Whether or not it was intended as a serious artistic statement is irrelevant.

Considering TVU were already making some pseudo-noise improvisations on their albums and on the Symphony of Sound live video (both around 1967), I really doubt this was made as a joke.
It's not like they were the first ones anyways, bands like The Ethix were already doing it on 1966.
