I think Christgau explained it in one of his columns -- rock music was grounded in our American roots music tradition (blues, folk, country, etc) but Brits didn't have that so they digested the genre somewhat imperfectly. They lacked the cultural connections to be able to produce stuff like the Grateful Dead, Aerosmith, or Mountain did.
