In all honesty no he isn't, He changed the music industry and is a good song writer but no where near the greatest.
Greatest at lyrics yes. And also incredible at writing melodies
His musical arrangements were always pretty standard though, sure the performances were above average and he picked good session musicians but still pretty generic stuff.
He came out at the right time, If he started in today's culture he would be laughed at. or at least underground.
